The experienced tactician takes over from John Kamau, who was relieved of his duties during the closing stages of the 2025/26 season.
Ouma arrives at the club with a wealth of experience, having most recently been in charge of Tanzania Premier League outfit Singida Black Stars.
In a statement announcing the appointment, Mathare United revealed that Ouma has signed a one-year contract and will immediately begin preparations for the new season.
"Mathare United is pleased to announce the appointment of David Ouma as Head Coach of the Men’s team. Ouma, a MYSA alumnus, first served at the club as an assistant head coach between 2004 and 2005.
He has signed a year-long deal and will begin his role immediately, with his first task being to bring the team together for pre-season training.
A CAF A-licensed coach, Ouma returns to the country after a remarkable three-year stint in Tanzania, where he led Premier League teams Coastal Union FC and Singida Black Stars to continental football. Karibu nyumbani, Kochare (welcome home coach)," read Mathare's statement.
More than two decades after his initial stint with the club, Ouma returns to take up the leadership mantle as Mathare United seeks to usher in a new era following a challenging campaign.
His appointment comes at a crucial time for the Slum Boys, who narrowly retained their FKF Premier League status after surviving relegation on the final day of the 2025/26 season.
The highly-rated tactician has been out of active club management for approximately three months following his departure from Singida Black Stars in April.
During his time in Tanzania, Ouma enjoyed considerable success, establishing himself as one of the region's most respected coaches.
His achievements included guiding both Coastal Union and Singida Black Stars to qualification for the CAF Confederation Cup across separate spells, underlining his ability to build competitive teams capable of challenging for continental places.
At Singida, he further enhanced his credentials by steering the club to CECAFA Kagame Cup glory, one of the region's most prestigious club competitions.
Beyond his exploits in Tanzania, Ouma boasts extensive experience within Kenyan football.
He previously managed FKF Premier League sides Sofapaka and Posta Rangers, while also earning widespread recognition for his work with the Kenya women's national team, Harambee Starlets.
His appointment marks a return to the Kenyan top flight after more than two-and-a-half years away and is widely viewed as a bold statement of intent by Mathare United to better their performance from last season.
