Speaking to Reuters on the sidelines of the G7 Summit in France, the Head of State revealed that he had already extended an invitation to the North London side.
"I have sent an invitation because I think it would be a great moment for Arsenal to come to Kenya. They have great fans," Ruto told the publication.
A passionate Arsenal supporter, the President admitted he was surprised by the scale of celebrations that followed Mikel Arteta's side ending a 22-year wait for the league title.
"Arsenal finally closed the gap, and it was a huge celebration. I was shocked in Nairobi," he said.
"It was a big celebration, and I am trying to see whether sometime next year Arsenal can come to Kenya."
On 24 May, thousands of Arsenal fans took over the streets of Nairobi, turning parts of the city into a sea of red and white as they celebrated the club's Premier League success.
Supporters from across the country converged in the Central Business District, bringing traffic to a standstill as they marched through the city waving club flags and singing Arsenal songs.
Images and videos of the celebrations quickly gained international attention, with global media outlets and social media users widely sharing footage of the massive turnout.
According to Ruto, the overwhelming support from Kenyan fans makes the country an ideal destination for Arsenal should the club decide to visit.
The invitation comes as Kenya prepares to unveil the 60,000-seat Talanta Stadium, a facility that has previously been mentioned as a possible venue for a high-profile international exhibition match.
Sports Cabinet Secretary Salim Mvurya recently disclosed that construction of the stadium at Jamhuri Grounds has reached 91 per cent completion, with the project expected to be finished next month.
Arsenal have been among the clubs linked with a potential appearance at the venue's opening ceremony, although no official confirmation has been made regarding the launch date or participating teams.
Several English clubs have previously staged matches in East and Southern Africa, including Manchester City, Manchester United, Liverpool, and Tottenham in South Africa, while Everton has played in Tanzania.
