The county boss assured that final touches will be completed by Sunday 10 August.
The games, scheduled for August 14–24, will see the stadium host the official opening ceremony.
Speaking during an inspection tour with the contractor, Barasa said the playing surface would be ready for athletes from across the region.
"I want to confirm that Kakamega will host the FEASSSA Games starting on the 14th, and we have been assured that by Sunday evening the carpet will be ready for our sportsmen and women," said Barasa.
He confirmed the participation of teams from Kenya, Uganda, Tanzania, Rwanda, Burundi, Ivory Coast, Botswana, and Nigeria, promising a vibrant ten days of sports.
Barasa also assured participants of maximum security, saying the county is working closely with security agencies.
"The safety of our players is a key priority. In conjunction with the Ministry of Education, we will provide ambulances and all necessary support," he said.
The stadium, which has undergone extensive renovations, is also scheduled to host the 2027 Africa Cup of Nations.
The county government has so far spent Sh875 million, Sh475 million in the first phase and Sh400 million in the second phase, with the remaining works in Section C expected to be completed by June 2026.
Local traders and hoteliers are optimistic the event will boost the economy.
Gumato Abudho, CEO of Golf Hotel, said they had already started receiving guests.
"We are ready to serve participants from across East Africa. The security inside hotels is good, but we urge the police to step up security in town," said Abudho.
Mohammed Ali, who runs Zam Zam Hotel, said the competitions would increase cash flow and benefit the business community.
"The games will spur economic activity and boost local trade. We just need adequate security for everyone doing business," said Ali.
