The former Harambee Stars defender replaces Herbert Kungah and takes over at a crucial time for Batoto Ba Mungu, who are targeting an immediate return to the top flight after bringing to an end their 17-year stay in the FKF-PL.
Situma's appointment marks the return of one of the most celebrated figures in the club's history.
Having worn the captain's armband during Sofapaka's most successful era, he now returns in an executive role with the responsibility of guiding the club back to the summit of Kenyan football.
The former defender enjoyed two successful spells at the club between 2007 and 2011 before returning for the 2012/13 season.
During his time at Sofapaka, Situma captained the club to the historic 2009 FKF Premier League title in what was their debut season in the top flight, an achievement that remains one of the greatest fairy-tale stories in Kenyan football.
Under his leadership, Batoto Ba Mungu also lifted the 2009 FKF Cup, then known as the President's Cup, before winning the Kenyan Super Cup in both 2009 and 2010.
Situma further led the club to their maiden CAF Champions League appearance in 2010 before captaining them in the CAF Confederation Cup the following year, helping establish Sofapaka as one of Kenya's football powerhouses.
Away from Sofapaka, Situma, who currently is the president of the Kenya Footballers Welfare Association (KEFWA), also enjoyed a successful career with Tusker, winning multiple league titles while earning several appearances for Harambee Stars.

Alongside Situma's appointment, Sofapaka also confirmed Samuel Twago as the club's new head coach ahead of the 2026/27 National Super League campaign.
The experienced tactician joins from Soy United and becomes the man tasked with leading the club's promotion bid back to the league at the first attempt.
Confirming his arrival, the club said:
"We are pleased to announce our new head coach, Samuel Twago. Our CEO, Mr. James Situma, unveiled him at the office. He brings a wealth of experience and was formerly with Soy United. Help us welcome him to Batoto Ba Mungu."
Twago's appointment comes as Sofapaka seeks a fresh start after a disappointing 2025/26 campaign that saw them finish bottom of the 18-team FKF Premier League table to suffer relegation for the first time in the club's history.
