
Chelsea's secret payments in Eto'o, Hazard transfers

For the second time in the past seven years, Chelsea F.C. have come under fire in the Premier League over financial irregularities and malpractice in player transfers during the era of Russian billionaire Roman Abramovich. The West London club has now been fined a record 12 million euros along with a conditional one-year transfer ban if similar violations occur within the next two seasons. The punishment was issued because the club made secret payments to unregistered agents and third parties in connection with transfers between 2011 and 2018. The sanction could have been much harsher—reportedly including a points deduction—and the initial proposal was a 25 million fine. However, the penalty was reduced after the club “admitted guilt and fully cooperated.”

The company BlueCo, which bought the club from Abramovich, actually reported the violations itself after reviewing the finances. Thanks to that cooperation, the fine was reduced to 12 million euros, along with a conditional transfer ban. Additionally, Chelsea have been officially banned from signing youth players for nine months due to separate breaches between 2019 and 2022. The club had already been fined 10 million by UEFA for similar offenses. The Premier League released a 28-page document detailing all violations, including how much money was paid, to whom, and for which transfers. In total, Chelsea made 36 separate payments worth 55 million euros to 12 individuals or companies. These payments were made through third parties, mostly registered in the British Virgin Islands. The money was used to complete transfers and/or secure player signatures, without being recorded in the club’s financial books. The violations were described as “deliberate and obvious,” involving “deception and concealment in financial matters.”
Former owner Roman Abramovich was also implicated, as the payments were made “with the knowledge and approval of certain former senior officials and/or directors,” using funds “controlled by or linked to the former owner.” Many are now asking which transfers were under investigation. The documents list several players—though none are accused of wrongdoing. The largest single payment exceeded 25 million euros, nearly half of the total amount. The money was paid to seven unregistered agents (or related entities) for deals involving players such as Eden Hazard (from LOSC Lille), Ramires, David Luiz, Nemanja Matić (from SL Benfica), and Andre Schurrle (from Bayer 04 Leverkusen).
It was also revealed that more than 22 million euros related to the transfers of Samuel Eto'o and Willian from FC Anzhi Makhachkala was not recorded in the official books. The club will have to pay around one million in unpaid tax related to those deals. Payments of 1.5 million were also made to sporting director Frank Arnesen, scout and advisor Piet de Visser, and another unnamed staff member—these were recorded as salaries in the accounts.
A final payment of more than four million euros relates to a transfer whose details were partially redacted. This is likely due to standard practices of removing names of individuals not directly involved in football, or for data protection reasons. However, in this document, three players and one staff member remain anonymous without a clear explanation. It is clear that Chelsea benefited significantly from these transfers. They took place between 2012 and 2017, a period in which the club won eight trophies, including two Premier League titles in 2015 and 2017.
Most of the players mentioned had successful careers at Stamford Bridge and played key roles in winning those trophies. For example, Eden Hazard became a club legend, scoring 110 goals in 352 appearances and, at his peak, was among the best players in the world. Willian made 339 appearances, Nemanja Matić 121 in his second spell, David Luiz 248 across two spells, and Ramires 251. Less impactful were André Schurrle, who featured in 65 matches, and Samuel Eto'o, who scored 12 goals in 35 appearances. The West London club is still awaiting a hearing regarding 74 additional charges from the The Football Association, which could bring further heavy sanctions.
