His double not only ended Tusker's ten-year wait for the title but also reduced Abud Omar's brilliant strike to a mere consolation.
The match started with a high tempo, with both teams seeking early goals in order to sway the tie in their favour.
Tusker goalkeeper Pavelh Ndzila was forced into an excellent save in the second minute, stretching to deny Yves Koutiama.
Harambee Stars midfielder Marvin Nabwire nearly caught the Tusker napping, but couldn't find the back of the net.
By the 10th minute, Police had established slight dominance over Tusker and had another go at goal in the 12th minute through an Eric Zakayo freekick that forced Ndzila into a fingertip save.
Tusker grew into the game from the 15th minute with Fabian Adikiny and Chris Erambo exchanging neat passes.
Their efforts would pay off in the 24th minute, when Adikiny won the ball in the middle of the pack before releasing Ian Simiyu-who dribbled inside the box before unleashing a low shot that neat Daniel Ogembo and into the back of the net to give Police the lead.
The Law Enforcers replied by launching quick attacks, one of which saw Eugene Ikutwa foul Koutiama just outside the box.
Abud stepped forward, and just like in the quarter final against Shabana, he directed his free kick into the back of the net to level the scores in the 29th minute.
The gaol seemed to have rattled Tusker with Yakeen Muteheli picking a ball beforewitheasing Simiyu, who once again, beat his markers as well as Ogembo with an odentical strike to restore Tusker’s lead.
Tusker would then suffer a major blow in the 43rd minute after Ibrahim Joshua, who was red carded for foul language on the referee while on the bench.
The second half saw a reduction in tempo as Tusker sat back to protect their lead with the first major chance coming from a Servyl Akouala freekick in the 61st minute that was saved by Ogembo.
Police kept pushing for an equalizer and probably a winner but not even the introduction of Clinton Kinanga did enough to change the scores.
